During continuing conference talks, President Zelenskyy has insisted EU officials to activate actions employing immobilized Russia's funds to fund Ukraine's military operations "promptly".
Addressing EU officials in the EU capital on Thursday, Zelenskyy stressed the crucial need to completely use Russian resources for Ukraine's protection against current hostilities.
"Anyone who delays this resolution is not only restricting our defence but also slowing down your own advancement," he stated, vowing that the country would spend considerable money in purchasing EU-made armaments.
European Union representatives are currently discussing initiatives to support an interest-free loan for the country guaranteed by Russia's central bank funds, which were immobilized immediately after the comprehensive invasion.
EU commissioners has suggested a 140-billion-euro non-interest assistance, with potential directives to draft comprehensive juridical texts aiming to complete the arrangement by the end of the year.
The Kremlin has described the proposal as "appropriation" and has sworn to pursue any individuals or nations judged to have seized Russia's funds.
Belgium, which maintains substantial Russian assets at Euroclear, representing the majority of all Russia's government holdings within the European Union, has expressed apprehensions about the initiative.
"When you want to move forward, we will have to move as one," stated Bart De Wever, emphasizing the requirement for assurances that all EU countries would cover the costs if Russia attempted to recover its money.
Approximately a third of Russia's government assets are maintained beyond the European Union, including in the Asian nation (€28 billion), the Britain (€27 billion), Canada (15 billion euros) and the US (4 billion euros).
Hungary, recognized for its Moscow-aligned policies, has often delayed European Union sanctions and although it has never attempted to block them, its anti-Ukraine rhetoric prompt concerns about continued backing.
Viktor Orbán missed the defense talks to be present at commemorations in the Hungarian capital marking the national event.
Earlier, the European Union agreed its 19th round of restrictive measures against Russia, focusing on LNG for the initial occasion.
This decision came after similar measures by the US, which imposed restrictions on Russia's two largest oil firms, major Russian enterprises.
Notwithstanding ongoing differences over the reparations package, several leaders voiced confidence in reaching an accord.
"During these discussions we will make the political resolution to ensure the financial needs of Ukraine from the coming years," declared a leading EU leader, characterizing the pending work as "administrative details".
The Latvian official noted that an accord on the assistance would strengthen Zelenskyy in any future peace talks.
The Ukrainian government has downplayed reports of a comprehensive resolution proposal that appeared recently, suggesting it was the initiative of "some very good friends" seeking to anticipate "a proposal from Moscow".
Zelenskyy stressed that Moscow has shown no sign of wishing to stop the war, citing recent attacks on populated targets.
"Increased sanctions on Russia and they will sit and discuss and I think this is the strategy," he affirmed.
