UN Security Council Endorses Donald Trump's Gaza Proposal

The global body has voted to endorse proposals advanced by Donald Trump for establishing a long-term stability in Gaza, encompassing the deployment of an global peacekeeping force and a potential path to a Palestinian statehood.

Unanimous Support with Key Abstentions

The proposal was passed by a vote of thirteen supporting, with Russia and China abstaining. Washington's diplomat Mike Waltz informed the council chamber that it set “a new course in the region for the conflicting parties and all the people of the territory alike”.

Compromise Phrasing on Independence

Incorporation of allusions to an sovereign Palestinian state was the concession the US agreed to for backing from the Arab states, who are likely to supply security forces for the international stabilisation force (ISF).

“Provisional steps that we begin today must be carried out in accordance with global standards and upholding Palestinian sovereignty,” James Kariuki stated.

Netanyahu's Opposition Persists

However, on the eve of the resolution approval, PM Netanyahu restated his administration's adamant opposition to the establishment of a independent Palestinian entity, casting doubt on whether Israel will permit the enactment of the internationally endorsed measures.

Key Provisions of the Resolution

  • Prompt removal of remaining curbs on humanitarian aid into the strip
  • Formation of an global security force
  • Progress on rebuilding and a possible “pathway to Palestinian self-determination and statehood”

Vague Language and Conditions

The reference to sovereignty was a balanced insertion to an original American proposal which did not mention it. Yet the language is unclear and conditional, declaring only that once the Palestinian leadership has implemented reforms and the reconstruction of Gaza is advancing, “the situation may eventually be in position for a credible pathway to Palestinian self-determination and nationhood.”

Worldwide Response

The language fell far short of the firm commitment to the building of a Palestinian state next to Israel sought by Arab and Islamic states, as well as European delegates, but in addresses to the assembly after the vote, envoys from those states said they were willing to endorse the agreement in the benefit of extending the ongoing cessation of hostilities and swift steps to provide for and safeguard the over two million Palestinian residents in Gaza.

“Our delegation has ultimately decided to support of this text, a resolution that we approve its main goal, namely the preservation of the truce and the creation of situations allowing the Palestinians to exercise their fundamental rights to sovereignty and nationhood,” Algeria's representative declared.

Implementation Challenges

The proposal grants overall oversight authority to a “stabilisation committee” led by Donald Trump, but of uncertain membership. This committee has to report to the United Nations but it is not obligated by the wishes of the UN or by the Palestinian leadership.

Additionally, it requires the establishment of a specialized Palestinian group that is expected to manage day-to-day governance of the Gaza Strip and the delivery of services, but it is far from clear who would participate.

Security Force Authority

The authority of the international stabilisation force gives it authority to disarm and dismantle armed groups in the strip, but it is highly uncertain that potential participating nations would agree to attempt to confront such groups. None of the states has so far pledged to dispatching troops.

Moreover the criteria for modification of Palestinian leadership, the precondition towards moves to a sovereign Palestinian, have been vague.

EU representatives said they deemed it necessary that the names of the expert panel to provide utilities was determined as quickly as possible.
